Quality Assurance Standard Clauses

Note: If a conflict exists between the standard clause numbers (Requirements called out in the purchase order) and any other document specified on the purchase order (Including engineering drawings), the conflict shall be brought to the attention of Titan Spring’s Quality Assurance for clarification, prior to performance of any work by the vendor.

The following Quality assurance clauses are applicable for all purchase orders accepted by supplier.

Titan Spring and its customer reserve the right to inspect any or all materials included in this order at the supplier’s plant

Workmanship: All Items on this order shall be fabricated and finished in a skilled, high quality manner. Particular attention shall be given to: freedom from blemishes, cleaning, and removal of foreign material, identification and general appearance

Part Identification: All Items supplied under this order shall be identified with complete nomenclature and part numbers in accordance with MIL‐STD‐130 or as specified on the engineering drawing

Packing and Shipping: Parts shall be packed in containers bearing the Titan Spring part number and seller’s standard part number, when applicable. Material is to be shipped in containers or pallets for large items and should be in keeping with good commercial practice to preclude damage incurred during shipping and storage at buyer’s plant. Each package shall be identified with the part number and purchase order number on the container

Report of Nonconformance’s: Any nonconformance which will not meet final requirements of the drawing must be reported within 24 hrs. to Titan Spring purchasing prior to shipment of nonconforming parts. The appropriate certifications shall so state the exact non conformance, and authority to ship

Certification of Conformance: Place on packing sheet covering each shipment of articles a certificate worded as follows: This is to certify that all articles delivered under this shipper conform to all applicable drawing, purchase order and specification requirements, and evidence to this effect is on file subject to examination

Special Process Certification: For all processes used, such as Heat Treating, Welding, Magnetic Particle Inspection, Penetrant Inspection, Radio graphic Inspection, Plating, Anodizing, etc. A separate certification must be furnished with each shipment

NADCAP: Supplier performing special process such as, surface treatments, heat treating, welding, plating, NDT etc. Shall be performed only by processors approved for that process by NADCAP. Unless otherwise source is approved on Titan Spring’s Approved Suppliers List.

Raw Material Test Reports: For parts/hardware and raw material orders, furnish quantitative physical and/or chemical test reports from the manufacturer showing actual physical/chemical characteristics of raw material supplied or used during fabrication under this purchase order. Test reports must attest to the acceptability of all characteristics required by the material specification and shall be identifiable to the specified material tested.

DFARS: the seller agrees deliver specialty metals melted in the USA or Qualifying Country. The name, location of the mill and melt source must be shown on material certification deviations must be approved by Titan Spring. Reference DFARS 252.225‐7014, Preference for Domestic specialty Metals, Alt 1

Calibration Control (Department of Defense): The vendor shall control the calibration of all measuring and testing devices against certified standards traceable to the National Bureau of Standards. The calibration program shall be in accordance with specification MIL‐STD‐45662, ANSI/NCLS Z540‐1 “Calibration system requirements

Flow down Provisions: Titan Spring suppliers shall pass on to their sub‐suppliers all applicable quality assurance requirements stipulated in this order

Titan Spring Quality Requirements: The supplier must meet the minimum requirements of quality program approved by Titan Spring. (Supplier Quality Survey has been submitted and approved by Titan Spring)

Change in Product or Processes: Supplier shall not make any changes to product or processes without prior written approval from Titan Spring.

Records: Unless otherwise specified, supplier shall maintain copies of all quality records pertaining to this purchase order for a minimum of 7 years

Externally Provided Processes, Products and Services: Supplier shall be responsible for the conformity of all externally provided Processes, Products and Services, including from listed approved sources defined by Titan Spring.
Supplier shall identify and manage the risks associated with external provision of processes, products and
Services, as well as the selection and use of external providers.

Prevention and Detection of Counterfeit Material: Supplier shall plan, implement and control processes appropriate to the organization and product for the prevention of counterfeit or suspect counterfeit part use and their inclusion in product delivered to Titan. Supplier will assure no other material, part or component other than new and authentic part with full traceability to OEM will be used.

The Government reserves the right to inspect any or all of the materials included in this order at the supplier’s plant

Government Source Inspection: Government inspection is required. The following statement applies(and is added) to the Titan spring purchase order:
Government inspection is required prior to shipment from your plant. Upon receipt of this order, promptly notify the Government representative who normally services your plant so that the appropriate planning for Government inspection can be accomplished.
When under authorization of the Government representative, copies of the purchasing document are to be furnished directly by the vendor to the Government representative at his facility. The following statement applies (and is added) to the purchase order:
On receipt of this order, promptly furnish a copy to the Government representative who normally services your plant, or, if none, to the nearest Army, Navy, Air Force, or Defense Agency inspection office.
In the event the representative or office cannot be located, the Titan Spring purchasing agent should be notified immediately

Titan Spring Source Inspection: All work performed under this order is subject to Titan Spring inspection or test at the vendor’s plant. Titan Spring representative may elect to perform inspection or test on a sample basis or to extent of one hundred percent (100%). In any event, when the item(s) is ready for final inspection or when practical, forty‐eight (48) hours in advance notify Titan Springs Quality control that soured inspection is needed

Functional Test Reports: Furnish test results (Data Sheets) with documented readings for all functional test parameters. Test reports must be identifiable with each individual item submitted by serial number or lot number, and signed by a responsible representative of the seller

Titan Spring Furnished Material: Place on packing sheet, or include as a separate document with each shipment, a statement certifying that articles were fabricated from material furnished by Titan Spring and that no material substitution was made. Should make‐up material be required, contact the responsible Titan Spring buyer as to how this is to be handled

ITAR: ITAR (22CFR 120.10) regulations apply regarding the export of technical data to manufacture this part number.

Inspection Program (Department of Defense): Vendors inspection program shall be in accordance with specification MIL‐I‐45208A, “Quality Program Requirements.” Final acceptance of supplies is based on inspection at Titan Spring

Quality Control System (AS 9100): The vendor’s quality system shall be in accordance with AS 9100. “Quality System Requirements.” Third party registration by an accredited registrar is required.

First Article: Supplier shall perform a first article inspection in accordance with the requirements set forth.
Prior to production Supplier shall forward one (1) copy of first article inspection report along with the first article part to Titan Spring’s Quality Department for approval.
